The prerogative of mercy is a form of pardon which can be exercised by the President of Rwanda. The prerogative is one of the powers of the president defined by the Constitution of Rwanda, which came into effect in 2003 following a national referendum.[1]

Constitutional Text

The President of the Republic has authority to exercise the prerogative of mercy in accordance with the procedure determined by law and after consulting the Supreme Court on the matter.
